Governing Council
The Governing Council oversees the operations and affairs of Swan TAFE.
The Council meets five times per year to review and discuss business compliance, performance and the strategic directions for Swan TAFE.
In addition to the Managing Director, the Council comprises a chairperson, deputy chairperson and up to 10 members as appointed by the Minister for Training.

Keith Vuleta (Chair)
Keith Vuleta has been a member of the Swan TAFE Governing Council since its inception in 2003. He trained with Ernst & Young and has been a Chartered Accountant for over 20 years. He has held positions as Finance Director, Chief Financial Officer and Company Secretary for public companies in the mining, engineering and financial services industries. He has extensive experience in senior financial management and is principally experienced in areas of finance, system policies and controls, financial reporting, governance, risk management and compliance.
He is also currently serving as a Ministerial appointment to the Swan Valley Planning Committee.

Karl Howard
Karl Howard has a 30 year background in operational and strategic management in both the public and private sectors.
Karl was educated in England and holds a Masters of Arts Degree in International Relations as well as a bachelor degree and two graduate diplomas. He was a British Army Officer and saw active service in Northern Ireland and served in the UK, Germany, Berlin and Norway. He finished his military career in the Australian Army where he attended the Staff College at Queenscliffe in 1996. Karl left the service in the rank of Lieutenant Colonel at the end of 1998.
Karl’s commercial career has seen him run his own management consultancy, has been a General Manager of a private health insurance company and then Western Geotechnics an engineering materials testing company. Karl is currently the General Manager of the Industrial Division of SGS Australia. His current responsibilities include the provision of testing and verification services throughout Australia.
Karl’s specific strengths are in strategic and business planning and he retains a strong interest in world affairs and politics.

Cheryl Robertson
With more than 20 years experience in the Information and Communications Technology (ICT) Industry, Cheryl has experience in a number of fields including Management, Marketing and Sales, Business Strategy, Business Development, Training and Technical Services.
Cheryl has held Senior Management positions with several National and International ICT companies including Sun Microsystems, Apple Computer and Siemens. She has owned and operated her own IT and Management Consulting business and currently manages the technology division of an Australian Leadership Development & Consulting Organisation. In addition, she is employed as a Government Strategist for the Australian Information Industry Association (AIIA).
Cheryl is an experienced board director and has held several advisory positions with the WA Government and within the IT industry. She is a fellow of the Australian Institute of Company Directors and currently sits on the board of the Australian Israel Chamber of Commerce.

Paul Roberts
Paul Roberts is experienced as an active Small Medium Enterprise SME industry representative whose experience originates from his trade training as an apprentice. Paul has extensive experience with multinational companies in Australia as a specialist in the mechanical services construction industry.
Currently a Director and owner of BurkeAir Pty Ltd, Paul has developed and implemented WEB based technology solutions for energy optimisation & management of building services. BurkeAir has over 80 employees and 4 branch offices across the state, and is a key participant in the training of apprentices.
Paul has completed 3 separate terms as chairman of the Metals and Engineering Industry Training Council (MMITC) over 10 years. This committee provides advice to the Department of Education and Training through the WA State Training Board. Paul participated in the DET review of trades training and the industry skills formation task force. Paul is also now a board member of the new Engineering and Automotive Training Council (EATC) following the wide ranging review of the industry training advisory services assisting government.
Paul has exceptional problem solving and project management capabilities and hopes that his “why not” analysis of training & business issues facing Swan TAFE will bring fresh ideas to innovation in trade trading.

Tracey McGrath
Tracey McGrath is Managing Director of Tracey McGrath International Pty Ltd, a boutique management consultancy that specialises in productivity and workplace behaviour. A featured expert in radio, print and television programs, Tracey speaks at conferences across Australia on effective workplace behaviour. She is a registered psychologist with qualifications in project management and is a board member of the Penrhos College Foundation. She is a member of the Australian Psychologist Society and The Australian Institute of Company Directors. In addition to presentations at conferences, Tracey consults to the corporate, education and government sections plus coaches many of Australia’s most senior executives. Tracey specialises in helping Senior Executives avoid self-sabotaging behaviour and has extensive experience in helping resolve difficult organisational situations.

Rob Brittain
Rob Brittain was born in Perth and first entered the workforce with Westpac Banking Corporation in 1984. He gained practical and wide-ranging experience over 16 years from lending and sales to office and personnel management in both branch and centralised site environments. Rob has also worked for the State Government (Dept of Industry & Resources) initially as the Executive Officer for the Aboriginal Economic Development Council and later progressed to Senior Project Officer Level. Other recent roles include the Indigenous Development Manager for BIS Industrial Logistics managing the Indigenous Affairs portfolio for all WA operations. His latest role as Indigenous Affairs Advisor for BHP Billiton Nickel West enables him to utilise his skills in managing Indigenous employment and business development projects at a more strategic level.
As a recipient of a 2002 Australian Indigenous Scholarship from Curtin Business School, Rob has attained a Graduate Business Qualification, and is currently studying a Masters in Business Administration (MBA) at Curtin University’s Graduate School of Business.

Susan Boase
Susan Boase has 20 years business experience, from an extensive international marketing career for companies such as Reckitt Benckiser and Diageo to primary production, operating her own cattle farm in the Shire of York.
Susan has a breadth of market knowledge and experience of various consumer markets, having worked in Europe, South East Asia and Australia. A sound understanding of consumer and specific market needs with strong conceptual skills, demonstrated through a variety of brand building campaigns in the categories of Personal Care, Household Products, Alcohol and Soft Drink Beverages. She brings to the Governing Council an ability to strategically define and plan for the needs, issues and opportunities of the market.
Susan was born and educated in Scotland. She was a commissioned officer in the British Territorial Army, and became the first female officer of her Infantry Regiment. Susan enjoys public presentations and is keenly engaged in her local community.

Frank Terry
Frank Terry has 20 years background in operational and management within the emergency management field, including a number of years in managing operational training for the Fire & Emergency Services Authority. Currently he is manager of the Commercial Training Unit.
Frank has a Master of Business Administration from Curtin University, Diploma of Executive Management from the Australian Institute of Police Management, a Graduate Certificate from Western Sydney University and is currently studying a Masters of Emergency Management with Charles Sturt University.
After leaving school Frank started with TAFE doing an apprenticeship and has maintained this association through the years completing several other TAFE courses. He is looking forward to continuing this association as a member of the Swan TAFE Governing Council.
